Joe brings extensive litigation, corporate and commercial experience to the Firm through his representation of creditors in commercial and consumer collection matters, property and casualty insurers and their insured’s in defending professional and general liability matters, and corporate clients in counseling them on governance and regulatory compliance issues.
Most recently Joe served as the Administrative Partner of a thirty person Law Firm where he performed all aspects of consumer and commercial collections and was responsible for personnel and Human Resource administration, as well as the implementation of the HIPPA compliance policies.
Prior thereto, Joe spent 18 years representing professional and general liability insureds on behalf of property and casualty insurance companies. As Chief Claims Officer of a large national insurance holding company, Joe directed the claims divisions responsible for medical malpractice, general liability, surety and bad faith claims. He served as Managing Attorney of the in-house law firm, employing 40 attorneys in five locations throughout New York and Florida. He also served as Corporate Secretary and Executive Vice President for the public holding company as well as its insurance company subsidiaries.
Joe began his legal career as an associate with Gordon & Silber, New York, N.Y., where he litigated on behalf of professionals, contractors and property owners, as well as the Johns Manville Personal Injury Trust, defending asbestos litigation. Later, he joined Dubois Billig Loughlin Conaty and Weisman, Rock Hill, N.Y., where he handled medical and dental malpractice claims and general liability claims involving property owners, health club operators, contractors, and other business owners, from the pleading phase through trial.

Family/Community-
Joseph and his wife Suzanne have two children, and reside in Rock Hill, New York. Loughlin is a member of the Board of Trustees of Catskill Regional Medical Center and a member of the Board of Directors of the YMCA of Middletown, N.Y. He also serves as President of the Sullivan County Board of Boys Basketball Officials.
